To install Picasa 3 silently, use the following command.
picasa3-setup.exe /S /L
Note that it’s case sensitive, be sure to use capital S and capital L. Combine it with psexec, you can do remote installation.
psexec -c \\computer_name picasa3-setup.exe /S /L
